Saying 12
The disciples said to Jesus,
"We know that you are going to leave us. Who will be our leader?"
Jesus said to them, "No matter where you are you are to go to James the Just, for whose sake heaven and earth came into being."
James's name is in fact ya ' aqob (Jacob) who became Israel.
There were two boys named James in the group of twelve apostles of Jesus:
1/James the "Major", the son of Zebedee and elder brother of John. These two brothers were nicknamed " Boanergès " son of the thunder ". Matt 10/2. Acts 1/13. Matt 4/21. Matt 27/56. Mark 15/40.
2/ James son of Alphee Matt 10/3.
3/ And there was James the "Minor" or the "young ", which was a son of Clopas and Mary, Mark 15/40, John 19/25. He was the brother of Jude (Jude 1) and of Joset, Matt 27/56. He was native of Nazareth and we called him the brother of the Lord. Mark 6/3. Gal1 / 19.
He was not among the twelve, but he saw resurected Jesus 1 Cor 15/7.
James's epistle which we have in the Bible is doubtless of him.
It is this third James who had an important role in the Community of Jerusalem. This Community was the Church such as Jesus wanted it and not such as it became in nations. (See comment in the Biblical dictionary in this site.)
Why Jesus who had handed keys to Pierre told to recover from it to James. He considers a language hidden as non-initiated there.
He wants to means:

It also means that Jesus knew that somebody else than twelve would be in charge of leading the Church of nations: Paul was this man.
That is why said Jesus:
"No matter where you are you are to go to James the Just, for whose sake heaven and earth came into being."
Paul, by being sent by Jesus to people of nations, was not in the same point as twelve Jewish apostles there in Israel.
What Paul done was completed as for nations, but nevertheless the Church of nations was not faithful for a long time in the brotherly Amur, Apoc 2/4, this fact, brought it to stop quickly the life in Community as in Jerusalem.
James was a major person in the Community Church of Jerusalem. Gal 2/9. It is him who indicates his decision to open doors to the non-Jews without striking the Jews, Acts 15/13, Gal 2/12. It is him who makes the initiative of conciliation towards Paul Acts 21/18.
"for whose sake heaven and earth came into being."
It means that The Church such as it is wanted by God in the heaven, returns to James the Just man, the brother of the Lord on the earth.
